It was a different era. Because of past lack of acceptance of different sexualities , it was thought that they would be more open to exposure and blackmail, thus affecting national security. Thankfully we have moved on.. but not all countries and religions have. Carlos Cancio it's important to remember that even when discrimination was legal there were always people who pushed against it. These and similar laws always had their opponents. It's not accurate to suggest that these laws were accepted 100% by people at the time. Many always recognised them as wrong. A lot of people saying that no one should apologise for the past is missing the point of what it means. It doesn't mean that anyone in the present is supposed to feel guilty for the past. It means that people now recognise and understand what was wrong and how it was wrong and through apologies are making a statement that they recognise mistakes of the past and are willing to work on the environment to prevent it from happening again.
