what happened to the sectioning under the mental health act such as that of 20+ years ago you didn’t here of such tragedy back then because a family member could get you sectioned and medical professionals would listen to the concerns of the family and act accordingly nowadays they will only listen to the individual. The system is all wrong! However. Where were his family while he was starving to death? If it was a family member of mine I would notice if they were becoming horrifically underweight. I'd give them food. Make sure they had enough to eat. No one should be left to starve to death.
